Once https://github.com/japonicusdb/japonicus-curation/issues/57 is finished.

I'd like to import the IEAs directly from GOA rather than the roundtrip through PomBase.

Is there a way that we can give the GOA IEAs precedence over the POMBase ones? (I don't think we have a mechanism to have 2 different priorities for the same evidence code).

I considered changing the PomBAse onse to RCA, but this isn't quite right.
