Update altair to 4.2 and re-run fitting #50

@jbloom I believe I've addressed #37 here and it's ready for your review. I changed the requirement to altair>=4.2 and re-ran all fitting in the notebooks. Despite changing the spread regularization, the overall results barely changed.
