Suggestions from a discussion during the July 31 Expert Group meeting.

When implemented, Spec Leads should be advised to prominently remind participants in their work that they are bound by the Terms of Use. Two ways of doing so are by a prominent notice on the project's home page and by posting periodic reminders to the public mailing list.

How we resolve https://github.com/jcp-org/jsr358/issues/33 may affect this. Specifically, if we decide that we need to address the matter of employer's claims on IP contributions made by their employees in the JSPA then we should also do so in the Terms of Use.

Most of the JSR projects that are not on java.net /openjdk.net are using GitHub.
