I've deferred this, on the grounds that all license-related matters - except for the requirement to disclose - are out of bounds for this JSR and can only be dealt with by a JSR that modifies the JSPA.

This is losely related to JSR358-49, assuming, Sean referred to the "Spec License" with "doc license". One or the other Spec Lead expressed the desire to relicense the "docs" (everything so far considered to be part of the "Spec";-) under different licenses if hosted by different forges or servers.
Should be possible to clarify with Oracle Legal.

Sean was specifically addressing the fact that the Process Document is copyrighted by Oracle, and asking whether this permitted distribution. That is something that should be clarified and if necessary addressed.
I have reworded the issue to make this clear.
His reference to "modification" was simply misleading.
