Have you tried disabling High-PPI scaling for the application?
From https://support.microsoft.com/en-us/help/3025083/windows-scaling-issues-for-high-dpi-devices :
In Explorer or on the Start menu, right-click the application name, select Properties, select the Compatibility tab, and then select the Disable display scaling on high DPI settings check box.
In Windows 10 Version 1703 and later version of Windows, the text of the Disable display scaling on high DPI settings option is changed to Override high DPI scaling behavior, scaling performed by: Application.
I had a similar issue. I fixed it by going to properties, compatibility, and checking on Ovveride High DPI Scaling Behavior. However, I had another problem that's just as important which is that the 16:9 image doesn't fill up the screen. The game is clearly 1440p, but does so by shrinking the game window even in fullscreen. The HUD elements are still in their correct positions though.
And you have the view size set appropriately? (Not sure if that has any effect with jkgfxmod, but I figured I'd check.)
Regardless if i set correct menu aspect to true or false everytime I set the settings to 1920x1080 the menu is way off the screen. No matter how much messing around I do i cant seem to fix this. Help please!
