Update target API #235

To ensure this app works properly on new devices, the target API should be updated from 17 to the newest, 29.

This would also avoid a nag popup in the future (for Android 9+, may not appear on all devices).

I've started working on this: https://github.com/jensstein/oandbackup/tree/update-target-sdk-version There's still a bit lacking with notifications and theming.

Apparently you've implemented this feature in master branch (and the automatic APKs). Doesn't seem to be released to F-droid yet though.

@jensstein Does the apks contain the same signature as F-Droid? I'm running Android 10.
