刚刚编译的固件，主题样式全没了？ #272

Describe the bug 刚刚(2021年12月18日)编译的固件，主题样式全没了，选择argon主题，直接变成默认的bootstrap主题了。

To Reproduce Steps to reproduce the behavior: 使用lean的openwrt源码

  1. rm lean/luci-theme-argon
  2. git clone -b 18.06 https://github.com/jerrykuku/luci-theme-argon.git ./package/lean/luci-theme-argon
  3. make menuconfig select argon theme
  4. 编译
  5. 升级固件保留配置
