Add license information #4

The library should state its license. I assume, it is MIT. Meanwhile, I'm asking the author of http://jmrware.com/articles/2009/uri_regexp/URI_regex.html to add license information of the presented regular expressions.

Any word from him yet? The last paragraph (summary) reads a little like it's supposed to be in the public domain, but I have no clue and was going to ask him, too.

Also, I find, MIT feels a little too copyrighty for this - why not public domain?
