Relax minimum versions for dependencies

I made several updates to
DESCRIPTION
:
I removed the hard dependency on a version of R. This will fix issue #35, and is
allowed by Bioconductor
I removed the minimum versions for all the R packages except for genlasso. This is because genlasso 1.4
fixed various issues
I also removed the field
Date
. This tends to get outdated and isn't necessary (R will add the actual build date when the package is built)
