Make plugin available through Bower #3

Sorry to miss this, but I think I need to check if this works with leaflet master before putting it in the registry...

Not really spare time for L.Semicircle at the moment though...

Hmm, since this is the only request I got and I'm not familiar with Bower, I'm going to say no...
