`jina check` is broken #1526

Describe the bug

jina check can not detect any broken hub executors even though they are warned during first imports.

Describe how you solve it

Maybe something related to the import orders in jina/__init__.py

This issue is stale because it has been open 20 days with no activity. Remove stale label or comment or this will be closed in 4 days
