Improve CI/CD Support

• Ideally will also include CDK or TF templates to deploy all required infra
• Infra includes:
  • ECR
  • ECS
  • ALB
  • Cognito
  • DB (currently using mongodb)

Update on this: added TF templates, but tf only deploys: ECS ECR ALB IAM VPC

Still need to add support for Cognito, Document DB, and proper security group ingress rules.

Also - should we change from TF to CDK? or maybe even have both options available for reference?
