addToStartMenu with New Folder #126

Should create a new folder inside Windows' "Start Menu\Programs" folder and put the given files into it.

For example:

Given the folder name "dev-env" and the file "document.txt", this will create a new folder called "dev-env" inside "%USERPROFILE%\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\", and put the "document.txt" on that new folder.
