Restructure Info dialog so that it consists of two parts.
At the left there's a menu of buttons:
- Rules
-- Mahjong Solitaire
-- Shisen-Sho
- About (Purpose)
- Team
-- Development
-- Translations
- Third Parties
-- Media
-- Libraries
- License
- Donate (Flattr, etc.)
At the right the page displays selected item contents.

we have to come up with a format to store ID to text translations.

i think i can just make mj::Translator as mjin::Translator.
Translator has domain concept which could be simply "language": en, ru, de, etc.
So far layouts use Layout domain and translation of the current locale is
returned.
Since we want to select locale at runtime, domain now becomes language, but
should probably still be named as domain.

Translator can have setLanguage(lang = "system") and that will define which
language to use. This way domain for interfaces will be "UI" and this allows
for a mild transition.

the problem is now with *.desktop/.directory files. FreeDesktop specifies
concrete rules for retrieving data for current locale. it includes optional
COUNTRY and MODIFIER. that means we should get data in reverse order for, say,
"ru":
1. try "ru" first. get its value if it exists.
2. try "ru*" next and assign the first one as "ru" to get its value.
or i can simplify it to "ru" and don't care for "ru*".

impl Tr::setLocale. it will be used as default for get/set. impl also another
set which accepts locale as the first arg. and corresponding get.
Tr won't be responsible for loading. only for storing.
loading will be handled in mj. Tr won't be a singleton as well.
