Add TagTamper Support #7

Don't currently have anything supporting TagTamper, either in the commands or in the NDEF-creator.

This is in Section 9.3.5 (pg. 39) of NT4H2421Tx, as well as pg. 71-72 (11.7.1 - ChangeFileSettings).
