https://www.environment.nsw.gov.au/topics/air/understanding-air-quality-data/air-quality-categories/history-of-air-quality-reporting/about-the-air-quality-index defines scores for O3 concentrations over 4 hours, along with standards for over 1 hour.

How are these supposed to be combined?

I'm going to assume that it works something like the US AQI where you calculate both and then take the max.
