[Summary] Move the button up #15

For the summary-section.tsx, move the "Generate New Report" button up to the right side of the title. It should be consistent with the refresh button in the Work Items section.

- It should be an outline button that only have icon
- Remove the existing button
- The icon button should be next to the Summary title
- The icon button size should be "xs"
