Created ARM template that deploys and configures the core resources for Azure Tag Manager to run.
Pulls in the latest version of code from GitHub using source control reference on deployment of the Function App, no continuous integration.
Template does not create/assign a Managed Identity for the Function to have permissions against the subscription. Possible to add in future, further testing and design consideration needed.
Updated README with Deploy to Azure Button for convenience
