implement pysal wrapper #10

pysal wrapper will be an interface that extends basic pysal analytics for stars.

example:

markov models - the wrapper would provide an interface that sets the different 
bins and intervals, as well as class definitions that are then used as 
arguments to the underly pysal class

we would need wrappers like this for all functions/classes in pysal that will 
be used in stars
