Only upload papers once #221

WIP do not merge yet needs to be thoroughly tested

What does this PR do?

Allows us to not have to upload pdf's multiple times if it alrighty exists by checking whether or not the md5hash exists in the database papers table.

Changed recommendation service to account for this and similarity algorithm to continue to work if the files aren't in the same place.
