Expose "ChangeLanguage" Event Handler #35

Would it be possible to expose the ChangeLanguage event handler in the text repository? I have a few use cases where I could love to know if another part of the application changed the language.

Is this something you'd be willing to support? I can do a PR if you think the feature would be beneficial.

But unfortunately, currently, I'm busy because I have some issue reports due to I publish so many NuGet packages 😅
