[Spinal] Support STM32H7 chip

Implement STM32H7 based spinal project

Contents

• Add testbed NUCLEOH743ZI for debug STM32H7
• Cleanup the STM32CubeMX and CubeIDE projects for spinal, supporting old STM32F7 version at the same time
• Enable Ethernet (UDP) based spinal_ros_bridge (rosserial) for STM32H7
• Enable CANFD for STM32H7, currently only support spinal and STM32H7
