[CI][Github Action] stop the support of kinetic ros-distribution #619

What is this

We have removed the kinetic ros-distribution from the list of Github Action workflows, becuase it is so legacy that rosdep update cannot be executed properly.

I decided to give up the support of kinetic, since Github Action always shows a critical error in the process of rosdep update in this legacy distribution.
