Hmm...my system says it was automatically installed:
libqt5opengl5-dev/bionic,now 5.9.5+dfsg-0ubuntu1 amd64 [installed,automatic]
I also don't remember installing it separately.
I switched to another system, and here I had to install it explicitly. perhaps this was an issue from upgrading from Linux Mint 18.3?
