automate installation of TPDB updates

currently, the process is:

• get TPDB from authoritative source ( http://termination-portal.org/wiki/TPDB )
• unload TPDB-10.5.zip to starexec
• download "space xml" from starexec (TPDB-10.5_XML.zip) (this contains subspace ids, they are needed to start jobs that use subsets of benchmarks)
• add to this repository (so star-exec-presenter can read it at startup)
• write subspace ids in https://github.com/jwaldmann/star-exec-presenter/blob/master/Presenter/Registration/Form_2017.hs#L17 (this is horrible, and the reason for #146)
• update https://github.com/jwaldmann/star-exec-presenter/blob/master/Application.hs#L150 (this is for comparing jobs that used different TPDBs - difficult because each gets a fresh set of ids)

Then organizer of the next competition will need this automated.
