Indeed, reloading extensions in developer mode triggers a notification. However, I believe that "updates without version upgrades" rarely occur in normal user usage.

I think that this feature should be kept for the following reasons:

For debugging notification functions.
To give users an opportunity to question the update if an update is made in the same version due to unforeseen circumstances.

Is it too noisy to get notifications every reload?

Yeah, seems reasonable. The normal end user would rather install from extension store, so keeping this way is better for debugging purposes.
