Problem

Currently clicking on a layer and selecting the clipping tools does not do anything. We need users to be able to visualise the layers on the map

Add qgis server container to the mix
Decide how to show the map layers on the map. If a user has selected multiple layers, which one should be shown? I suggest we always show the last map layer toggled as an overlay

The map layers do not appear in the map area when selected: map-layers-not-rendering-in-map-area
