[New UI] French translation #188

Hi there,

First of all thank you for your amazing work ! Please excuse if this submisison is not the correct way to go, it is my first contribution and I did not know how to do this.

I attempted to add French language to i18n in NewUI with partial success and I share the files hereafter. It still need some work that I don't know how to perform: special caracters like accents and "ç" doesn't work and I was unable to add the fr_fr a parameter for the make help command.

I whish this will be helpfull anyway. Keep up the good work !

Hi and thanks for the PR. Please create a PR on https://github.com/olderzeus/game-and-watch-retro-go/ instead, since that's where the "NewUI" is maintained.
