Hide "rate" button for non-snapcraft builds #14

It doesn't make sense to show the Rate button for non-snapcraft builds because the button won't be functional. It is therefore only likely to confuse users.

I've marked this as a draft because it's incomplete. I'm not sure how to go about updating the settings.ui file to check the build flag.
