Closes #253

the rule to create the label.gii files was modified in that earlier PR to longer make use of the label list txt file, this change reverts back to the old version for this to make the label.gii (and downstream dlabel.nii files) valid again.

Note: the files still contained the subfields, but wouldn't be readable as labels in wb_command or wb_view..
