Just a thought for the PDL style guide - you could include an optional heading-type description field that helps the user understand a protocol action that may span multiple steps. This could help the user thematically understand the bigger picture of protocol progression.
For instance, in the PASC media preparation protocol that I'm editing right now, I have a few actions such as "combine bottle contents" and "neutralize residual phosphoric acid" that span multiple steps.
I don't know how universal this idea is for all protocols but it seems like it could be very helpful for contextualizing protocol steps.
