port kobuki_auto_docking to ROS2 #28

As discussed in #23 , I have already ported kobuki_auto_docking to ROS2 and also added an simple activation script. It has been tested on my hardware Kobuki and seems to work as expected (for now).

I ended up doing the cleanup here to make some progress, and did all of the points above. This looks good to go now, so I'm going to go ahead and merge it. Thanks so much for the contribution!
