[Enhancement/CI] Make codecov less intrusive but still add reports to PRs #1909

Related to #1820

CodeCov add annotations to PRs about codecov on individual changed/added lines. Since we don't track coverage as a priortiy, this often will result in a considerable amount of annotations making the PR difficult to view/review.

Using configurations described https://docs.codecov.com/docs/github-checks, disable the annotations but retain the PR comment report.
