update cnmfe ui

Made some minor tweaks to the cnmfe ui:

• min_pnr and min_SNR changed to doubleSpinbox instead of int
• Changed text to Use evaluation param kwargs instead of Use evaluation params for evaluation parameter keyword argument checkbox.

Tested on Windows 10 only.

You could make an identical PR into dev for https://github.com/nel-lab/Mesmerize-napari if you wish

I didn’t think to check tab order. I assumed it would be unaffected as all the ui elements remained the same just with different properties. I will check.

Edit: just checked the tab order it looks like it remained the same for all the ui elements.

I'm reviewing this a little more closely now: I see some lines were deleted that I did not intend: checking now what I did wrong -- will likely need to close and redo, but checking now.
