Setup Basic Twilio Function

This function will eventually send a voice message from a South Africa Twilio phone number to a partner's phone number in Ethiopia. Here are the steps leading up to that:

• [ ] Log in to twilio.com
• [ ] get South Africa number
• [ ] write a python script named app.py or something similiar for sending a voicemail w/ a test sound file
• [ ] put any dependencies you use in a 'requirements.txt' file
• [ ] push all work to a branch called "setup-twilio"
• [ ] use Katya's number to call to

After we get the Ethiopia number:

• [ ] test script with SA number & Ethiopia number
• [ ] eventually send to a test Ethiopian number
