Publish a usable binary file for kyma CLI v3 (alpha)

Description

Publish a kyma cli v3 alpha version in form of a binary. Provide a workflow that when executed, can provide a fresh version from main branch.

• [x] automate building and publishing the binary so that it is easy to provide a next binary on demand from the main branch (avoid prow - migrate to GH action)
  • [x] tests should be executed before publishing a binary
  • [x] build should be executed before publishing a binary
• [x] the binary should be publicly available.
• [x] the binary should not be available as a latest release artefact as it is still unstable
• [x] the binary should not override v2 binary

Provide an easy way for early kyma CLI (v3) adopters to test the new set of commands

Hints Try to reuse a pipeline, upload gcp bucket that was pushing a kyma CLI binary into artifactory:

• add extra steps to execute unit tests
• add extra step to build the binary (go mod tidy, go build)
• migrate the publishing script to GH action (consult tooling team to configure credentials to the artifactory)
