CLDR is Unicode's repository for common language data, http://cldr.unicode.org/.
This repository holds conversions of that data into l20n lol files, and the tools to generate them from the xml data files in CLDR.
The tools are licensed in MPL2, the cldr data is following the unicode licensing, http://unicode.org/copyright.html
