Publish followers and following collections for ActivityPub actors #216

There are currently two types of AP actors: users and topics.

Topics do not follow any other actors. Users follow either users and topics, but currently only on LearnAwesome itself. Both can be followed by other users on Fediverse.

This should be included in the actor JSON to take care of reports like this: https://social.wake.st/@liaizon/105063252157726512
