Consiglio group cannot grow #2

The Readme says:

This organization is governed by the members in the "Consiglio" group. The job of this group is to resolve any conflicts and be able to help if some taks can not be done by a member. In order to be part of "Consiglio" you need to be recommended by two other Consiglio members.

But there is only one member in the Consiglio group, so there will never be enough recommendations.

There are two invitations into the Consiglio group: @freddbomba & @jaromil. As soon as they join they will be part of "Consiglio"

Given that after three weeks of the end of the first bootcamp there is still three times more groups than people, I would consider simpifying the management of this organization, as I said in the PR.
