BVE5 MotorNoise crashes #864

Description

Applying the power handle and brake handle together when the train speed is greater than one of the tagged speeds in the BVE5 MotorNoise file will cause the game to crash.

Reproduction

If the issue occurs in multiple routes/ trains, please provide one or two samples. In order to reproduce the issue and debug it, it's helpful to have the following:

Why was the title once "double bug"? I was not aware that the second problem had been fixed, so I deleted it. You can see it in the earliest entry in Edited.
