此问题是由于 chatgpt 的 CDN 地址发生了变化：原地址已 cdn.openai.com，当前地址为 cdn.oaistatic.com 如果您在未报告 403 的情况下访问 cdn.openai.com，此问题可以解决

I had the same problem from any browser. But I could log in from my phone. Then I could go incognito, but only in Firefox, otherwise it didn't work anywhere else.

delete all the website's（openai） cookie
if you use proxy, please add "*.oaistatic.com" in your proxy rules. Hope it can help you.

I have already set the rules as you suggested, but I still get the prompt 'Unable To upload xxxxx' when I try to upload a file.

Click try ChatGPT in the header line
Log in with my OpenAI accont.
Now I can use ChatGPT again.

in my case it was a VPN issue. I need VPN if I want to connect, and I had it set so it would only work on the openai website. However, I suppose since the service loaded things elsewhere (or idk how it works), accessing that resource was blocked for me (since VPN was only for chatgpt but not other sites). Enabling VPN everywhere made me able to get a functioning page again
