Bot links the new candidate to the selected open vacancy / vacancies

[ ] The referbot should be able to collect the (slack) user id of the referer
[x] The referbot should be able to store this user id so referer can be rewarded

We think that this (sub) issue is large enough to be an individual issue. That's why we are creating a seperate issue for this.
