Cognate detection (cross-family and family internal)

• https://github.com/lexibank/lsi/blob/master/cognate_detection.py should be merged with https://github.com/lexibank/lsi/blob/master/lsicommands/tables.py code.

• The code applies LexStat algorithm (1000 permutations) followed by progressive alignment computation for each language family (Indo-European, Dravidian, Sino-Tibetan, Austro-Asiatic).

• Inter-family cognate detection using SCA.
