Migrate expm code into lfetool (Epic) #90

The plan for this is fairly large:

rewrite expm codebase in LFE - put client side code into lfetool, server side into a separate project
no longer download expm for publishing projects; the lfetool publish command will simply use the new expm client code rewrite in LFE

This will enable the use of http://expm.co/ without having another (large) binary dependency.
