My implementation of the JEP + Python was incompatible with the grobid native integration with DeLFT. This PR:

remove the Jep Engine
use microservices instead of direct calls
provides working Dockerfile and docker-compose file for multi-container deployment
add QoSFilter to limit properly the maximum number of parallel requests
various fixes
