Merge last changes from uae4arm-libretro branch of @Chips-fr
Cleanup code and files
Add VIP vita platform ( even if it works , that need to be review by someone with knowledge with vita dynarec to correct/fix the possible leak/crash before add recipe to libretro-super)

seems to affect the rpi build , close PR until fixed
