Don't have the editor tool to test this Is it possible to validate the behavior with just app files? In other words, can a web service be configured without any weblets?

Having a few configuration variants would be helpful.

I attached the app I used for test:

when you use webTest.sax, access http://localhost:8080/spy will get no response
when you use webTest.sax.with_weblet, access http://localhost:8080/spy will return the spy page
