Remove clean_df.csv from tracking #1

Oscar Initial edits

-Cleaned up the .gitignore file so it is functional (When it isn't working it is a real pain but should be all good now). -Modified the README so that it has instructions including data retrieval, still needs some cleaning will do that later though. -Deleted fetch_data.py replaced with check_data.py A file you run to ensure you have downloaded the correct Data.

Quite satisfying when you get it all going as is the case with most coding but has been a real pig's ear to get to work, despite only minor changes. Can imagine will start to flow a bit nicer as we go.
