[go-livepeer] Re-enable oapi request validation #23

oapi request validation was disabled in this commit https://github.com/livepeer/go-livepeer/pull/2959/commits/8cc9c5e0dd3f4f8623386098e569c2a1ae1ff7f8 because request validation was rejecting requests that omitted optional parameters.
