A DarkToolWindow serving as a preferences editor for Simplex.

A mid-level API (append to SimplexIdeApi class) to easily add preferences as we will progress further
Save / load preferences (loading must be done in either MainForm.Shown or Load event)
Preferences for (this will be updated on demand):
- Load icons for the resource tree?
